WebWith hardware acceleration on, try messing with the Angle flag to see if you can get better GPU performance and therefore perhaps lower CPU usage. Make sure to turn RGX off in Opera too. Also, to rule things out (like extensions etc.), try things in a test standalone installation to see if you still have the issue.
