WebJan 10, 2013 · I realized that I am setting the "Prohibit User Installs" policy at the computer level. So even though the policy isn't applied to the Administrator account it is applied to all computers. I changed the "User Install Behavior" to "Allow User Installs". I'm not sure I want to leave it like this but it will have to do for now.
